The 142 countries present at the World Ministerial Conference, held in Naples, Italy, in 1994, affirmed their political will and strong determination to implement United Nations General Assembly Resolution 49/150 dealing with organized transnational crime prevention.
Abstract
All countries placed high priority on implementing the Naples Political Declaration and Global Action Plan and on the United Nations (UN) Crime Prevention and Criminal Justice Program. They indicated this priority will be translated into practice, based on consensus that organized transnational crime poses a serious threat. To facilitate implementation of the declaration and action plan, the UN has a special responsibility to improve the ability of countries to combat organized transnational crime. As such, the UN can serve as a global catalyst, bringing together diverse views and equalizing the burden and pace of implementation. Program aspects and modalities of the Naples Political Declaration and Global Action Plan are reviewed, particularly with regard to strengthening international cooperation in the fight against organized transnational crime, increasing knowledge about complex crime types, providing assistance in both legislative and regulatory fields, and facilitating technical cooperation. 4 notes
