This report examines the funding of the Queensland Director of Public Prosecutions (DPP) and the Legal Aid Commission of Queensland (LAC), pursuant to Section 23(c) of the Criminal Justice Act of 1989 which requires the Queensland Criminal Justice Commission to monitor and report on the adequacy of funding for the DPP and the LAC.
Abstract
The report provides a detailed analysis of trends in the funding and workload of the two agencies and, where possible, compares Queensland with other Australian jurisdictions. The report also looks at ways in which funding processes and decisionmaking can be improved and resources can be used more effectively by the DPP and the LAC. No specific increases, however, are recommended to the budget of either agency. The report describes measures used to evaluate the sufficiency of funding for the DPP and the LAC and discusses the issue of payments to practitioners, revenue trends and funding sources, determinants of expenditure increases, service levels and quality, LAC fee scales and payment practices, impacts of funding changes, public prosecution expenditures and workloads, and general criminal justice system improvements.
