THE ARTICLE COVERS SUCH AREAS AS PROCEDURES FOR DATA COLLECTION, CRITERION OF VALID INFORMATION, PREREQUISITES FOR EVALUATION OF PENAL TREATMENTS AND VARIOUS EXPERIMENTAL DESIGNS. THE PRESENT STATE OF KNOWLEDGE OF TREATMENT EFFECTS IS OUTLINED ALONG WITH SOME RECOMMENDATIONS FOR FUTURE RESEARCH STRATEGIES.
