The residential security systems of Kansas City's Crown Center West and Harbor Bay Isle outside Alameda, Calif., provide comprehensive safety services for residents, with an emphasis on prevention rather than just responding to incidents.
Abstract
The 11 uniformed security officers at Harbor Bay Isle are unarmed and have no special police powers. the officers are a mix of former police officers who work as supervisors and younger men and women looking for experience and training as a prerequisite to a career in law enforcement. Training classes, led by senior police personnel, law enforcement experts, and community directors, are held every week and encompass such topics as first aid, traffic control, securing a crime scene, report writing, labor relations, and interpersonal relations. Much of the training emphasizes prevention. Security for Crown Center West is under the 'umbrella' of Crown Center Security Management, which is responsible for a complex of hotels, office buildings convention facilities, retail space, and a residential complex. Security officers provide foot and vehicle patrols, respond to alarms, administer first aid, provide money escorts, control parking, and perform protection duties for special events. Uniformed officers and supervisors are armed and commissioned by the Kansas City Police Department as private security officers. Trainees are not allowed to work individually or carry a weapon until they have completed 80 hours of formal training and passed a weapons qualification test. Separate security packages are provided for the apartment and condominium complexes. The condominium complex includes a uniformed dispatcher; computerized security, fire, and life-safety alarm system; and closed-circuit television at all entrances. The apartments have an electronic control system that limits access at the lobby.
