A RESOURCE ANALYSIS MODEL DEVELOPED FOR THE ARKANSAS STATE POLICE AS AN ILLUSTRATION OF THE ANALYTICAL ASPECT OF A PLANNING-PROGRAMMING-BUDGETING SYSTEM.
Abstract
THE CURRENT ORGANIZATION AND ACTIVITY OF THE ARKANSAS STATE POLICE IS OUTLINED AND AN ILLUSTRATIVE SET OF OBJECTIVES FOR THE ORGANIZATION IS DEFINED. THE PROBLEMS OF ESTABLISHING A COST STRUCTURE ARE DISCUSSED ALONG WITH RESOURCE ESTIMATING RELATIONSHIPS THAT ARE NEEDED TO TRANSLATE SYSTEM INPUTS INTO A PROJECTED SYSTEM COST. THE REVENUE SOURCES OF THE ARKANSAS STATE POLICE ARE EXAMINED AND THE PROCESS OF CREATING A RESOURCE AND COST-ESTIMATING MODEL IS DESCRIBED. AN ILLUSTRATION OF THE MODEL'S OPERATION IS INCLUDED.
