Abstract
DESCRIPTION OF A RESOURCE MODEL DEVELOPED FOR THE AND ACTIVITY OF THE ARKANSAS STATE POLICE ARE DESCRIBED. AN ILLUSTRATIVE SET OF OBJECTIVES FOR THE STATE POLICE IS THEN DEFINED AND USED AS THE BASIS FOR THE ORGANIZATION OF STATE POLICE ACTIVITIES INTO A PROGRAM STRUCTURE. THE PROBLEM OF DEFINING A COST STRUCTURE IS DEALT WITH. RESOURCE ESTIMATING RELATIONSHIPS THAT ARE NEEDED TO TRANSLATE SYSTEM INPUTS INTO A PROJECTED SYSTEM COST ARE EXPLAINED AND THE ACTUAL REVENUE SOURCES OF THE ARKANSAS STATE POLICE ARE DISCUSSED.
