Abstract
THE RECOMMENDATIONS AND STANDARDS ARE CONCERNED WITH ARREST AND INSTITUTIONAL INTAKE, COURT PROCEEDINGS, THE POWERS OF THE HOME SECRETARY OVER MENTALLY ABNORMAL OFFENDERS, TREATMENT FACILITIES, SPECIAL HOSPITALS, MENTAL HEALTH TRIBUNALS, AND IRREVERSIBLE TREATMENTS. THE APPENDIX CONTAINS THE MINIMUM CONSTITUTIONAL STANDARDS FOR ADEQUATE TREATMENT OF THE MENTALLY ILL AS LAID DOWN IN THE UNITED STATES DISTRICT COURT FOR THE MIDDLE DISTRICT OF ALABAMA, NORTHERN DIVISION.
