Abstract
THIS PROBLEM CENTERS AROUND LAND DISPUTES IN THE GAZELLE PENINSULA OF EAST NEW BRITAIN AND THE HIGHLAND REGION OF NEW GUINEA. ALSO INCLUDED ARE SOME PROJECTIONS ON NEW GUINEA'S PERIOD OF SELF-GOVERNMENT AND INDEPENDENCE (1973-1978) AND THE ROLE OF THE POLICE IN THIS TRANSITION.
