This manual guides college and university administrators in preventing students from driving under the influence of alcohol (DUI) and preventing the consumption of alcoholic beverages by students under the legal drinking age.
Overall, the manual describes a variety of prevention strategies that campus and community prevention coalitions can consider in developing a strategic plan for combatting underage drinking and DUI, with an emphasis on creating environmental change. Part 1 reviews the scope of these problems, including recent estimates of the number of alcohol-related deaths and injuries among college students each year. These data show that underage drinking and DUI are major problems among college students. Part 2 describes a classification of campus and community interventions that can be used to structure a review of current policies and programs and organize for subsequent strategic planning. This section also summarizes policy and program recommendations of the National Institute on Alcohol Abuse and Alcoholism's Task Force on College Drinking. Part 3 describes policies and programs currently operating throughout the United States to prevent underage drinking and DUI among college students. Part 4 first provides an overview of campus and community coalitions, which are the most effective means for developing effective environmental management strategies. This is followed by an outline of the basic elements of strategic planning and evaluation. Part 5 provides contact information for programs cited in the manual and lists publications and organizations that are sources of information. The guidance provided in this manual is based on a summary of the research literature published in 2002 by the National Institute on Alcohol Abuse and Alcoholism, "A Call to Action: Changing the Culture of Drinking at U.S. Colleges."
