This report details the goals and accomplishments of the Scottish Prison Service for 1997-98, describes significant developments and events for each correctional institution, and provides statistical information on inmates, prison industries, and correctional personnel.
Abstract
The report notes that the service achieved highly effective performance in the central areas of secure custody, good order, and preparing inmates for release. Only 1 Category B prisoner escaped, compared with 6 a year earlier and 13 in 1993-94. No Category C prisoners escaped. The prisons experienced no major disturbances; the prison service also achieved its goal of reducing the number of serious assaults by inmates on other inmates. However, the goal for the maximum number of serious assaults on staff was not met. The number of inmates remained high, but the prison service met its goals for the numbers of inmates completing sex offender programs and cognitive skills training. The number of inmate suicides remained high, although it was lower than in the previous year. Other important developments included the signing of the contract for a new 500-cell prison and initiation of construction in other areas.
