This video features a lecture on tactical planning for the execution of a search warrant, with a focus on narcotics law enforcement.
Abstract
The lecturer is Detective Jose Gonzalez of the New York City Police Department Narcotics Division. Various principles emphasized in the lecture are illustrated with dramatic simulations. One instructional objective is to teach the best techniques for working with confidential informants to obtain the information useful in planning for a search warrant execution. A second objective is to specify facts that should be learned from reconnaissance of the proposed raid's location. Other training objectives are to teach the elements of an effective tactical plan and how to maintain the safety of the team when it conducts the raid. Information that should be obtained through reconnaissance, confidential informants, and undercover work includes the layout of the raid site, the backgrounds and behavior of suspects, the location of the drugs, and weapons likely to be available to the suspects. The video emphasizes team preparation for the raid. This includes the specification of responsibilities for each team member and team practice. Team preparation must also include the development of a backup plan and a disaster plan. The latter should include a hospital car standing by during every operation. Raid teams must meet to assess each raid after its completion so subsequent raids can be improved.
