This article identifies security concerns that attend the dismantling of customs and control posts at internal frontiers of the European Economic Community (EC); security measures are recommended.
Abstract
The freedom of movement among member states envisioned by the EC brings security concerns. Some are the control of goods and people as they enter member states, conditions of entry into member states, and illicit drug trafficking. The author recommends the establishment of a code for tracking and locating illegal shipments of drugs and arms. He also suggests points to be included in such an agreement. The EC is introducing legislation to combat money laundering. This legislation will establish systems to monitor the flow of money and require financial institutions to report large cash deposits or suspicious transactions. The author notes that currently there is no common extradition procedure for criminals throughout the EC. Criminals thus choose to reside where their sentences will be most lenient and extradition most difficult. There is also a need for better controls on the shipment and final destinations of synthetic drugs and the precursors used to process cocaine and heroin. A European directive on this subject is outlined.
