PAPER PRESENTS A CONCEPTUAL FRAMEWORK AND BROAD OUTLINE FOR THE ORGANIZATIONAL STRUCTURE OF A SERVICE-ORIENTED FUNCTIONAL MANAGEMENT APPROACH TO POLICE PATROL.
Abstract
POLICE ADMINISTRATORS EXPERIENCE MANAGEMENT DIFFICULTIES BECAUSE THERE IS A FUNCTIONAL AND CONSEQUENT ROLE CONFLICT IN INTEGRATING THE SERVICE AND CRIME CONTROL DUTIES OF A POLICE OFFICER. AS A SOLUTION TO THIS PROBLEM, THE AUTHOR SUGGESTS THE FORMATION OF AN ORGANIZATIONAL STRUCTURE WHICH SEPARATES THE TWO FUNCTIONS IN AN OPERATIONAL AND ADMINISTRATIVE SENSE AND ESTABLISHES A CAREER PATH AND REWARD SYSTEM THAT RECOGNIZES THE IMPORTANCE OF BOTH CRIME CONTROL AND SERVICE.
