Abstract
THE AUTHOR STATES THAT INVESTMENT IN ELECTRONIC SURVEILLANCE EQUIPMENT IS USELESS WITHOUT PROPER MAINTENANCE AND TRAINING OF PERSONNEL TO USE THE EQUIPMENT. SEVERAL RECOMMENDATIONS ARE MADE INCLUDING CONSIDERING MANPOWER AND OTHER PERIPHERAL COSTS OF THE OPERATION OF A SECURITY SYSTEM AND MAKING PROVISIONS FOR COMMUNICATING THE OPERATIONAL INFORMATION ABOUT THE SECURITY SYSTEM FROM GENERATION TO GENERATION.
