THE AVERAGE POLICE ADMINISTRATOR HAS MOST OF THE BASIC DATA AVAILABLE TO MAKE A CAREFUL ANALYSIS OF THE PAST EVENTS OCCURRING WITHIN HIS JURISDICTION WHICH MAY BE EXTREMELY VALUABLE ON PROJECTING OR ANTICIPATING THE FUTURE POLICE NEEDS WITH OR WITHOUT THE ASSISTANCE OF A COMPUTER.
