THIS PAPER EXAMINES THE CONFLICT OVER CONTROL OF POLICE WORK BY THE CLIENT POPULATION (SOCIETY) AND AUTONOMOUS INTERNAL FORCES.
Abstract
THE CONCEPT OF AUTONOMY IS DISCUSSED AND THE POSSIBILITY THAT THE POLICE SHOULD NOT BE 'PROFESSIONALIZED' IS PUT FORTH. THE INFLUENCES EXERTED ON POLICE WORK FROM UNIONS, GUILDS, AND CITIZEN GROUPS ARE DISCUSSED.
