This paper highlights some of the implications that the goal of the Violent Juvenile Offender Program has on the physical design, system of sanctions, and staffing and organization of the program.
Abstract
The program aims to treat and rehabilitate violent juvenile offenders and reintegrate them into the community. Secure residential facilities must be designed not only to protect the facility and staff from violent offenders but to prepare these youth for a return to normal living. The facility should be designed so that privacy and control over space are encouraged. Residents should be given small private rooms with toilets and wash basins. Showers should be carefully designed and monitored since these structures often invite opportunities for violence. Inmates and staff need an understandable set of rules and regulations to follow, including grievance procedures and the opportunity for communication. The focus should be on preventing violence; punishment should be used only as a last resort. Staff should cooperate with each other and treat inmates fairly and consistently.
