Abstract
LEGAL STRUCTURES PROVIDE BOTH THE BACKGROUND AND FRAMEWORK FOR THIS STUDY, IN WHICH THE FOCUS IS LIMITED TO THESE ELEMENTS: CRIME AS AN EXPRESSION OF CONDITIONS SURROUNDING MAN, AND CRIME AS A PRODUCT OF MAN'S CONSTITUTION. INCLUDED IN THE FIRST CONCEPT ARE SOCIOGENIC THEORIES OF CRIME, SUCH AS THEORIES OF ANOMIE AND ALIENATION, DIFFERENTIAL ASSOCIATION AND OPPORTUNITY, NEUTRALIZATION AND DRIFT, AND RADICAL THEORY. INCLUDED IN THE SECOND ARE PSYCHOGENIC THEORIES OF PSYCHOANALYSIS AND BEHAVIOR LEARNING. THE CRIMINAL JUSTICE SEQUENCE IS REVIEWED, FOCUSING ON AREAS OF DISCRETION AND ON INFORMATION RELEVANT TO THE SOCIAL SERVICE PRACTITIONER; THEN SOCIAL SERVICES FOR JUVENILES AND ADULTS LOCATED IN CRIMINAL JUSTICE SETTINGS ARE EXPLORED. FAMILY CRISIS INTERVENTION, COMMUNITY ARBITRATION, ADOLESCENT TREATMENT UNITS, THE PRINCIPLE OF LEAST-RESTRICTIVE ACTION IN JUVENILE PROBATION AND JUVENILE INSTITUTION POLICY, PROSECUTORIAL DIVERSION PROGRAMS, PRETRIAL SERVICES AND PRESENTENCE OR SOCIAL INVESTIGATION, PRISON TRAINING PROGRAMS, PROBATION AND PAROLE PROGRAMS, AND VICTIM-ORIENTED PROGRAMS ARE DEALT WITH IN PARTICULAR. SOCIAL WORK PRACTICE BASED ON SOCIOLOGICAL, PSYCHOANALYTIC, AND BEHAVIOR THEORY FINALLY ARE EXAMINED WITH REFERENCE TO METHODS USED BY SOCIAL WORK AGENCIES AND CORRECTIONS AGENCIES TO REHABILITATE OFFENDERS. ADVOCACY, CONTRACTING, AND USE OF REWARDS FOR REINFORCEMENT OF DESIRABLE BEHAVIOR ARE EXAMPLES OF THESE. THE APPENDIXES CONTAIN AN OUTLINE OF CRIMINAL JUSTICE EXPENDITURES, A CHECKLIST FOR OFFENDER EMPLOYMENT, AN OUTLINE OF COURTS IN THE U.S., SAMPLE RULES OF PAROLE, A PRESENTENCE REPORT, PRESENTENCE MEMORANDUMS, A CASE ASSESSMENT REPORT, INFORMATION ON COUNSELING RAPE VICTIMS, AND A REVIEW OF PRETRIAL DIVERSION PROGRAMS. A GLOSSARY, INDEX, AND BIBLIOGRAPHY ARE PROVIDED. (DAG)
