Abstract
THE PROBLEMS HAVE ARISEN PRIMARILY IN THE FIELD OF TRAFFIC ENFORCEMENT. THE AUTHOR RECOMMENDS THE ENACTMENT OF LEGISLATION WHICH WOULD PERMIT GROUND OFFICERS TO ARREST TRAFFIC VIOLATORS BASED ON INFORMATION RECEIVED FROM AN OFFICER IN AN AIRCRAFT WHO OBSERVED THE VIOLATION. (AUTHOR MODIFIED)
