THE OVERALL CONCEPT OF REGIONALIZED CORRECTIONS SET FORTH IN A STATE CORRECTIONS STUDY WAS ADOPTED AS POLICY BY THE SOUTH CAROLINA DEPARTMENT OF CORRECTIONS AFTER IT WAS ENDORSED IN JULY 1973.
Abstract
SINCE THAT TIME, MAJOR EFFORTS OF THE DEPARTMENT HAVE BEEN DIRECTED TOWARD THE REGIONALIZATION OF ADULT CORRECTIONS IN SOUTH CAROLINA AND ELIMINATION OF THE EXISTING DUAL PRISON SYSTEM. BASED ON THE RESULTS OF AN ORGANIZATIONAL MANAGEMENT STUDY, IT WAS DETERMINED THAT FOUR CORRECTIONAL REGIONS WERE SUFFICIENT TO IMPLEMENT THE COMMUNITY-BASED CORRECTIONS CONCEPT RECOMMENDED BY THE ADULT CORRECTIONS STUDY. THESE FOUR CORRECTIONAL REGIONS ARE COMPRISED OF CONTIGUOUS STATE PLANNING DISTRICTS AND HAVE BEEN DESIGNATED AS THE APPALACHIAN, MIDLANDS, UPPER COASTAL, AND LOWER COASTAL CORRECTIONAL REGIONS. THIS REPORT SUMMARIZES AND CONSOLIDATES INFORMATION PRESENTED IN THE SEPARATE MASTER PLANS DEVELOPED FOR EACH CORRECTIONAL REGION. IT ALSO INCORPORATES CHANGES MADE SINCE THE REGIONAL MASTER PLANS WERE PUBLISHED. THE RECOMMENDATIONS PRESENTED IN THIS MASTER PLAN ARE BASED ON ANALYSES AND INVESTIGATIONS IN THE FOLLOWING AREAS; STATUS OF IMPLEMENTATION OF THE REGIONAL CONCEPT; COUNTY AND STATE INMATE POPULATION PROFILE; INMATE POPULATION PROJECTIONS; AVAILABLE AND REQUIRED INMATE SERVICES AND PROGRAMS; EXISTING AND PROPOSED FACILITIES; AND FACILITY SUITABILITY. ON THE BASIS OF THESE ANALYSES AND INVESTIGATIONS, A SERVICE DELIVERY NETWORK WITHIN EACH CORRECTIONAL REGION INCLUDING LOCATION OF APPROPRIATE INTAKE SERVICE, PARTIAL RESIDENTIAL, AND REGIONAL CORRECTIONAL CENTERS, IS ALSO DEVELOPED. FINALLY, A PROPOSED TIME SEQUENCE FOR PHASING OUT THE COUNTY PRISON SYSTEMS AND STATE CORRECTIONS DEPARTMENT ASSUMPTION OF RESPONSIBILITY FOR INMATES FORMERLY ASSIGNED TO COUNTY FACILITIES IS OUTLINED.
