This report, compiled from lengthy surveys of sheriffs' offices and FBI data, discusses and presents statistical data on South Dakota crime rates, expenditures by sheriffs' offices, problems faced by sheriffs, and their opinions on regional consolidation.
Abstract
The volume of serious crime in the State rose 3 percent from 1974 to 1975, and many sheriffs mentioned that burglary and larceny were particular problems in their jurisdictions. The most populous counties and those with higher total expenditures tended to have higher crime rates; however, the counties with the highest crime rates tended to have the lowest expenditures per capita. Moreover, counties with the lowest and the highest expenditures per capita tended to report more problems with their budgets. A total of 40 percent of the surveyed sheriffs' offices classified workload and salaries as major problems. Most sheriffs objected to regional consolidation, particularly regarding equipment and finances, but favored jail consolidation. Footnotes, graphs, and tabular data are included.
