DESCRIPTIVE AND ANALYTICAL MATERIALS DEVELOPED IN A LOCATIONAL STUDY OF INDEX CRIMES IN SUMMIT COUNTY (OHIO) FOR THE PURPOSE OF DEVELOPING A COMPREHENSIVE CRIMINAL JUSTICE PLANNING AND ANALYSIS SYSTEM
Abstract
FOLLOWING THE INTRODUCTION, THE SECOND CHAPTER IS CONCERNED WITH A REVIEW OF THE LITERATURE ON THE DETERMINANTS OF URBAN CRIME. SOCIOLOGICAL AND HUMAN ECOLOGICAL THEORIES OF CRIME CAUSATION ARE REVIEWED FROM THEIR INCEPTION TO THE PRESENT, AS WELL AS THEORIES PERTAINING TO THE ATTRACTION THAT CERTAIN LOCATIONS HAVE FOR CRIMINAL OFFENDERS. THE THIRD CHAPTER, A CARTOGRAPHIC AND DESCRIPTIVE ANALYSIS OF THE STUDY AREA, INCLUDES AN EXPLANATION OF THE VARIOUS KINDS OF CRIME INDEX OFFENSES WITHIN SUMMIT COUNTY AND AKRON, AND A GENERAL ATTEMPT IS MADE TO RELATE THIS OCCURRENCE TO KNOWN CHARACTERISTICS OF COMMUNITIES. THIS CHAPTER DEMONSTRATES THAT PATTERNS OF CRIME INCIDENCE VARY BY TYPES OF OFFENSE. THE FOURTH CHAPTER VIEWS CRIME STATISTICS IN TERMS OF HOW CRIMES ARE DEFINED, SOME REGIONAL DIFFERENCES THAT MIGHT EXIST IN CRIME DEFINITION, THE ADMINISTRATIVE CONFIDENCE OF CRIME REPORTING, COORDINATION OF RECORDING OF CRIMINAL STATISTICS AND SIMILAR TOPICS. THE FOLLOWING CHAPTER IS PRIMARILY CONCERNED WITH THE ECOLOGICAL ASPECTS OF CRIME IN THE STUDY AREA IN 1971. AKRON CRIME DATA ARE ANALYZED IN TERMS OF DIFFERENCES BETWEEN THE ACTUAL NUMBER OF REPORTED CRIMES AND RATES OF CRIMES PER 1,000 PERSONS. A DYNAMIC INTERACTION ANALYSIS IS PRESENTED IN CHAPTER SIX. IT SUGGESTS THAT SEVERAL TYPES OF BEHAVIOR (CRIMINAL, POLICE, AND CITIZEN) ARE ALL CONTRIBUTING TO MOVEMENTS OF SUSPECTS. FINALLY, CHAPTER SEVEN IS AN ANALYSIS OF WHAT REMAINS TO BE ACCOMPLISHED WITHIN THE SUMMIT COUNTY AREA IN TERMS OF CRIME INFORMATION SYSTEMS, AS WELL AS A SUMMARY OF SOME OF THE RESEARCH FINDINGS.
