This information sheet suggests ways that communities and schools can create a comprehensive gang control program.
Abstract
The first step is to overcome denial of the problem. Programs should be countywide and should: 1) determine the extent of the gang problem; 2) determine demographic characteristics of the gangs; 3) formulate responses; 4) train personnel from government agencies, the community, and private organizations to administer selected strategies; 5) implement strategies; and 6) determine which strategies work. Antigang tactics based on fear and intimidation do not work, mainly because gangs themselves use those tactics. Rather, the following modes are recommended: 1) create positive programming that will prevail over the negative influence of gang leadership; 2) enforce behavior codes firmly, fairly, and consistently; 3) remove gang graffiti, not only for esthetic reasons, but to invalidate gangs' claim to the marked territory; 4) track incidents of crime at school; and 5) create conflict resolution programs. 4 references
