Abstract
A REVIEW IS GIVEN OF THE NEEDS OF THE POLICE FOR SPEECH SCRAMBLING IN THEIR RADIO COMMUNICATION NETWORKS. DESCRIPITIONS ARE GIVEN OF DIFFERENT METHODS OF SPEECH SCRAMBLING. THIS SYSTEM BREAKS THE MESSAGE TO BE CODED INTO DISCRETE SEGMENTS SMALL EOUGH TO PREVENT THE EXTRACTION OF ANY SYLLABIC INFORMATION. THE SEGMENTS ARE STORED IN A MEMORY FOR DIFFERENT LENGHTHS OF TIME AND TRANSPOSED IN SUCH A WAY THAT THE RESULTING SEQUENCE NO LONGER REPRESENTS A COMPREHENSIBLE LANGUAGE. THE MESSAGE IS THEN APPLIED TO THE TRANSMITTER IN THIS UNRECOGNIZABLE FORM AND TRANSMITTED. (AUTHOR ABSTRACT MODIFIED)
