SITE VISITS, FISCAL AND DATA ANALYSES ARE USED TO EVALUATE CRIME REDUCTION AND REHABILITATIVE IMPACTS OF THE PROJECTS, AND RECOMMENDATIONS FOR IMPROVEMENT ARE OFFERED.
Abstract
THE EVALUATION OF THE PROJECT TO INCREASE THE EFFICIENCY AND EFFECTIVENESS OF EVIDENCE GATHERING REVEALED A HIGHER PROPORTION OF ARRESTS, LESS TRIAL DELAY, A HIGHER CONVICTION RATE, AND A GREATER PROPORTION OF GUILTY PLEAS. OPERATION IDENTIFICATION, WHICH WAS DESIGNED TO PROVIDE POSITIVE IDENTIFICATION OF PROPERTY AND RAPID RETRIEVAL IF STOLEN, WAS APPARENTLY MOST EFFECTIVE AS A DETERRENT, WITH PARTICIPATING HOUSEHOLDS EXPERIENCING A 31 PERCENT DECREASE IN BURGLARIES. THE INTENSIVE SUPERVISION SERVICES PROJECT, INVOLVING THE OPERATION OF A SPECIAL PROBATION AND PAROLE UNIT FOR PERSONS ARRESTED FOR IMPACT PROGRAM OFFENSES, DID NOT PRODUCE ANY SIGNIFICANT CHANGE IN THE ABSCONDER AND NEW CONVICTION RATE. THE PROJECT TO REDUCE THE INCIDENCE OF TRUANCY APPARENTLY DID NOT LEAD TO IMPROVED ATTENDANCE RATES OR LESSEN THE LIKELIHOOD OF A JUVENILE COURT REFERRAL WITH THE YOUTH CONTACTED. THE PROVIDENCE EDUCATION CENTER, DESIGNED TO IMPROVE DELINQUENT YOUTHS' SKILLS TO A LEVEL SUFFICIENT TO ENTER HIGH SCHOOL, WAS DEEMED EFFECTIVE IN THAT 76 PERCENT OF THE YOUTH HAD EITHER NO REFERRALS WHILE AT PROVIDENCE OR A DECREASED REFERRAL RATE COMPARED TO THE YEAR PRIOR TO ENTERING THE PROGRAM.
