This report summarizes the activities and accomplishments of the St. Paul (Minnesota) Police Department during 1991.
Abstract
Despite staffing and budget cuts, officers in the Patrol Division in St. Paul, Minnesota answered almost 190,000 calls during 1991, an increase of more than 3 percent. The Department created a new grassroots program aimed at improving relations between the Southeast Asian community and the police. Other crime prevention and community outreach efforts included participation in the DARE program, establishment of a neighborhood safety security committee, and assistance at the International Special Olympics. All 14 homicides committed in St. Paul in 1991 were solved, the first 100 percent clearance rate in 23 years. The Canine Unit was rated first in the United States for the third consecutive year. Finally, the overall crime rate declined by nearly 4 percent. The report also contains commendations, demographic and personnel distribution statistics, offense data, internal affairs data, and arrest statistics.
