IT IS SUGGESTED THAT THE IMPROBABILITY OF APPREHENSION AND CONVICTION IS A MAJOR CAUSE OF INCREASING CRIME RATES. EXPANSION OF LAW ENFORCEMENT FACILITIES AND LEGISLATION RELATING TO LAW ENFORCEMENT ARE REVIEWED.
