Two charts covering the 50 states, District of Columbia, and four territories summarize how each state has considered converting State hospital to correctional use from 1980 to 1985, and if so, where the proposal originated from, how much of the hospital was at issue, and the outcome of such proposals.
Abstract
Twenty-nine states seriously considered the issue, 40 reported a decrease from 1978-1983 conversion proposals, and 34 had actual conversion plans for that period. Proposals typically came from the executive branch, legislature, governor or department of corrections. States that carried out their conversion plans did so in varying degrees, for example, Massachusetts converted one entire mental hospital and parts of five others.
