COMMENTS ON THE INCREASING ASSUMPTION OF LOCAL LAW ENFORCEMENT FUNCTIONS BY THE FEDERAL GOVERNMENT.
Abstract
FEDERAL COURT INVOLVEMENT IN STATE CRIMINAL PROCESSES IS EVIDENT-FEDERAL COURTS HAVE THE FINAL SAY IN THE CASES OF STATE PRISONERS AND ARE BECOMING MORE INVOLVED IN THE DAY-TO-DAY ADMINISTRATION OF STATE CORRECTIONAL SYSTEMS. FEDERAL PROSECUTORS BRING CRIMINAL CHARGES AGAINST LOCAL LAW ENFORCEMENT OFFICERS AFTER STATE INVESTIGATIONS HAVE FOUND INSUFFICIENT GROUNDS TO WARRANT PROSECUTION. THE NEW PROPOSED FEDERAL CRIMINAL CODE WOULD PROVIDE AN UNPRECEDENTED EXPANSION OF FEDERAL POWER IN THE CRIMINAL FIELD. AUTHOR ABSTRACT
