Abstract
A STATISTICAL SUPPLEMENT TO THE GENERAL ACCOUNTING OFFICE REPORT, 'THE FEDERAL BAIL PROCESS FOSTERS INEQUITIES,' INFORMATION PRESENTED IS BASED ON RANDOM STATISTICAL SAMPLES TAKEN IN FOUR PRETRIAL SERVICES AGENCY DISTRICTS AND FOUR DISTRICTS WITHOUT THIS AGENCY. THE PRETRIAL SERVICES AGENCIES ARE EXPERIMENTAL PROJECTS ESTABLISHED BY TITLE II OF THE SPEEDY TRIAL ACT OF 1974 TO ASSIST JUDICIAL OFFICERS IN MAKING BETTER BAIL DECISIONS. FOLLOWING A DESCRIPTION OF THE SAMPLE DESIGN, BACKGROUND INFORMATION IS PRESENTED WHICH INCLUDES STATISTICS ON POPULATION AND SAMPLE SIZES, PROPORTION OF ROBBERY AND DRUG DEFENDANTS IN EACH DISTRICT'S CRIMINAL CASELOAD, DISTRIBUTION OF CRIMES WITHIN EACH DISTRICT, PROFILE CHARACTERISTICS OF DEFENDANTS IN THE DISTRICT SAMPLE, PROFILE CHARACTERISTICS OF DEFENDANTS IN THE ROBBERY SAMPLE, COMPOSITE PROFILE CHARACTERISTICS OF ALL DEFENDANTS COMPARED TO THOSE FAILING TO APPEAR AND COMMITTING NEW CRIMES, PROPORTION OF ARMED VERSUS UNARMED ROBBERY, AND TYPES OF DRUGS INVOLVED IN DRUG OFFENSES. PRETRIAL SERVICES AGENCIES' STATISTICS ARE PROVIDED, FOLLOWED BY STATISTICS DEALING WITH AN OVERVIEW OF BAIL RESULTS, FAILURE TO APPEAR ANALYSIS, NEW CRIMES ANALYSIS, AND FINAL DISPOSITION OF DEFENDANTS.
