Abstract
A BRIEF HISTORY AND BACKGROUND OF STRANGER TO STRANGER STREET CRIMES, WHICH INCLUDE ASSAULT, ROBBERY, AND RAPE, PROVIDE THE FRAMEWORK FOR THIS REPORT. RESPONSES FROM OVER FIFTY MAJOR POLICE DEPARTMENTS AND ADDITIONAL CRIMINAL JUSTICE RELATED AGENCIES INDICATE THAT CRIME CONTROL EFFORTS BEING IMPLEMENTED IN SELECT CITIES FOCUS ON LOW VISIBILITY PATROL, RAPE ANALYSIS AND INVESTIGATION, DELINQUENT COUNSELING, POLICE COMMUNITY COOPERATION, AND POLICE-CRIMINAL JUSTICE RESEARCH, TECHNOLOGY, AND SYSTEM INTERACTION. THE THIRD SECTION OF THIS REPORT CONSIDERS CORRECTIONAL PROGRAMS INVOLVING THE DEINSTITUTIONALIZATION OF JUVENILE CORRECTIONS, REGIONALIZATION AND LOCALIZATION OF JUVENILE CORRECTIONS, REALITY THERAPY AND GUIDED GROUP INTERACTION, AND VOLUNTEER ACTIVITIES. THE PRIMARY CONCERN OF THE CONCLUDING SECTION, ENTITLED PROSECUTION, COURTS, AND REPEAT OFFENDERS, IS THE EXPEDITING OF THE JUDICIAL PROCESS. THIS MATERIAL COVERS SCREENING, DIVERSION, PLEA BARGAINING, SPEEDY TRIAL, AND OPEN CRIMINAL DISCOVERY. ADDITIONAL DISCUSSION FOCUSES ON PROSECUTION PRIORITIES, COURT PROGRAMS, ADMINISTRATORS AND SCHEDULING, GRAND AND PETIT JURIES, BENCH WARRANTS, APPELLATE COURT REFORM, AND THE USE OF COMPUTERS AND VIDEO TAPES. THE APPENDIX CONTAINS A REVIEW OF THE WORK OF THE SELECT COMMITTEE ON CRIME OF THE 91ST THROUGH 93RD CONGRESS IN THE AREAS OF DRUGS, CORRECTIONS, AND ORGANIZED CRIME. INCLUDED IS A CHRONOLOGICAL CHART OF HEARINGS BEFORE THE HOUSE SELECT COMMITTEE ON CRIME.
