The Korean Board of the Police Commissioners System, established in May 1992, is composed of seven commissioners, empowered to procure the political neutrality of the police, ensure the police force's democratization and prevent corruption, and help develop a coherent and consistent policy.
Abstract
The necessity of creating a Board of Police Commissioners has been debated in South Korea over the past 30 years during periods of major political upheaval. The author identifies five major obstacles to the ability of the Board of Commissioners System, as currently envisioned, to ensure political neutrality and independent police management: the position of the Board, currently under the jurisdiction of the Minister of Internal Affairs; the relationship between the chief of local autonomous forces and the chiefs of the municipal and provincial police; requests for operational assistance by other national organizations; the management responsibilities of the board; and the status of the chairman and format of board elections. The author recommends some policy modifications to resolve these issues. 2 notes and 15 references
