SUGGESTIONS INCLUDE A TYPE OF DRUNK DRIVER IMPLIED CONSENT LAW, NON-ARREST OF PERSONS WITH POSITIVE BREATH TESTS WHO ARE WILLING TO GO TO A POLICE STATION VOLUNTARILY FOR BREATH ANALYSIS, AND REQUIRED BREATH ANALYSIS FOR PERSONS PROVIDING A POSITIVE ROADSIDE BREATH TEST.
