The Florida Department of Corrections has launched a significant effort in the area of inmate substance abuse treatment. Inmates are identified through the use of a model encompassing a comprehensive battery of substance abuse treatment services.
Abstract
The comprehensive statewide substance abuse programs for incarcerated abusers include an initial assessment phase and a tier system offering varying degrees of treatment for abusers. While in some cases offenders progress from Tier I to Tier IV through successive and successful treatment experiences, other offenders will experience only parts of the treatment continuum because of sentencing constraints or individual needs. In 1988, the Florida Probation and Parole Service established a substance abuse program for the supervised population that is now an integral component of the community-based supervision mission. The Substance-Abusing Offender Treatment Information Network links all criminal justice and treatment programs that provide specialized services to this population. Each agency is encouraged to establish policies that would integrate the network into its internal procedures. Finally, the Department has recognized three components of the evaluation of its Tier programs: screening and assessment, process evaluation, and outcome evaluation. 10 references
