THE COMMISSION PROBES CERTAIN POLITICAL, ECONOMIC, AND ADMINISTRATIVE CRITERIA THAT COULD SERVE AS THE BASIS FOR MORE EQUITABLE, ACCOUNTABLE, AND EFFICIENT SERVICE ALLOCATIONS RECOMMENDATIONS ARE OFFERED FOR A STATE-LOCAL ASSIGNMENT OF FUNCTIONS POLICY, SUPPORTED BY APPROPRIATE FEDERAL ACTIONS, THAT WOULD RESULT IN A MORE REASONED AND SYSTEMATIC ASSIGNMENT OF SERVICES AMONG STATE, REGIONAL, AND LOCAL JURISDICTIONS.
