A SURVEY AND REVIEW OF THE LITERATURE ON PROBATION AND PAROLE CASELOAD ANALYSIS AND/OR WORKLOAD INVENTORY, CONDUCTED AS PART OF THE WISCONSIN BUREAU OF PROBATION AND PAROLE WORKLOAD INVENTORY PROJECT.
Abstract
THE MATERIALS REVIEWED FOR THIS REPORT WERE OBTAINED THROUGH THE ASSISTANCE OF THE NATIONAL CRIMINAL JUSTICE REFERENCE SERVICE, THE WISCONSIN CRIMINAL JUSTICE REFERENCE AND INFORMATION CENTER, THE UNIVERSITY OF WISCONSIN AND DEPARTMENT OF HEALTH AND SOCIAL SERVICES LIBRARIES, THE DIVISION OF CORRECTIONS, AND THE BUREAU OF PROBATION AND PAROLE, AMONG OTHERS. JOURNAL ARTICLES DISCUSSING RESEARCH IN THE AREA OF PROBATION AND PAROLE CASELOADS ARE FIRST SUMMARIZED. BRIEF DESCRIPTIONS OF THE OBJECTIVES AND RESULTS OF PROBATION AND PAROLE WORKLOAD STUDIES ARE THEN PRESENTED. THESE STUDIES INCLUDE THE PROBATION TIME STUDY BY THE FEDERAL JUDICIAL CENTER, THE TIME AND MOTION STUDY OF THE WASHINGTON STATE OFFICE OF PROBATION AND PAROLE, THE OREGON WORKLOAD MEASUREMENT STUDY, THE CALIFORNIA MODEL PAROLE WORKLOAD SYSTEM PROJECT, AND THE CALIFORNIA WORK UNIT PAROLE PROGRAM. THE RESULTS OF WISCONSIN STUDIES DEALING WITH THIS TOPIC ARE BRIEFLY SUMMARIZED AS WELL. FINALLY, THIS REPORT PRESENTS THE WISCONSIN PROPOSAL FOR A PROBATION AND PAROLE CASE CLASSIFICATION/STAFF DEPLOYMENT PROJECT.
