NARRATIVE AND TABULAR PRESENTATION OF THE RESULTS OF A SURVEY OF PAROLE AGENCIES ON THE DISCRETE CATEGORIES OF BEHAVIOR OR ACTION (CONDITIONS) MANDATED OR FORBIDDEN, WITH COMPARISONS TO THE 1969 SURVEY ON THIS SUBJECT.
Abstract
THE AVERAGE NUMBER OF CONDITIONS USED IN THE VARIOUS JURISDICTIONS HAS DECREASED FROM 13.3 IN 1969, TO 12.4 IN TO 11.8 IN 1973, A NET DECREASE OF 1.5. THE MOST WIDELY ABANDONED CONDITIONS WERE: THE 'BAN ON UNDESIRABLE ASSOCIATIONS', 'REGULATION OF LIQUOR USAGE AND MOTOR VEHICLE USE OR OWNERSHIP', 'REGULATION OF MARRIAGE OR DIVORCE'8 'LIMITATIONS ON USE OF WEAPONS OR FIREARMS'; AND 'COMPULSORY WAIVER OF EXTRADITION'. THE MOST FREQUENTLY ADOPTED CONDITIONS WERE: 'COMPULSORY COMPLIANCE WITH LAW', 'REPORT IF ARRESTED', 'MAINTAIN GAINFUL EMPLOYMENT', AND A 'SPECIAL CONDITIONS' OPTION. CONDITIONS COMMON TO 75 PERCENT OR MORE OF JURISDICTIONS IN 1973 WERE: 'COMPLIANCE WITH LAW,' 'LIMITATION ON OUTOF-STATE TRAVEL,' 'LIMITATIONS ON CHANGES IN EMPLOYMENT OR RESIDENCE,' 'LIMITATIONS ON USE OF WEAPONS OF FIREARMS,' USE OF 'SPECIAL CONDITIONS' AND 'PERIODIC REPORTS.'
