THIS ARTICLE CONCENTRATES ON THE QUESTION OF MAKING PROPER ALLOWANCES IN ESTABLISHMENTS FOR 'NONEFFECTIVES', THAT IS, THOSE ABSENT ON LEAVE, SICKNESS, OR TRAINING.
