THE POPULATION OF PATUXENT INSTITUTION CONSISTS OF CONVICTED CRIMINALS WHO MEET THE MARYLAND STATUTORY REQUIREMENTS FOR COMMITMENT AS DEFECTIVE DELINQUENTS.
Abstract
THIS LAW PROVIDES FOR AN INDETERMINATE SENTENCE FOR THOSE COMMITTED AS DEFECTIVE DELINQUENTS. THE LAW PROVIDES THAT THE DIRECTOR OF THE THE INSTITUTION AND 2 OF THE 3 ASSOCIATES BE PSYCHIATRISTS. THE TREATMENT PHILOSOPHY IS THE NEED FOR TOTAL REHABILITATION OF THE TOTAL PERSON. THE ACTUAL REHABILITATION PROGRAM CONSISTS OF PSYCHOTHERAPY, EDUCATIONAL AND VOCATIONAL TRAINING AND FORMAL ORGANIZATION OF THE TOTAL SOCIAL SYSTEM OF THE INSTITUTION. THE MAJOR MECHANISM FOR IMPROVEMENT IS CALLED THE GRADED TIER SYSTEM, WHICH PROVIDES AN OUTWARD INDICATOR OF PROGRESS TO BOTH STAFF AND PATIENTS. THE PURPOSE IS TO INTEGRATE BOTH THE CUSTODIAL AND REHABILITATIVE SOCIAL SYSTEMS.
