Abstract
THE AUTHOR CONCLUDES THAT WITHOUT THE USE OF A MORE CAPITAL INTENSIVE LABOR ELEMENT, NAMELY COLLEGE-EDUCATED INDIVIDUALS FROM NON-POLICE RELATED DISCIPLINES, IT IS VERY DOUBTFUL THAT ANY SIGNIFICANT LONG-RUN IMPROVEMENTS IN THE PROVISION OF POLICING SERVICES CAN BE MADE. (AUTHOR ABSTRACT)
