SUGGESTIONS FOR INCORPORATING RATIONAL AND EFFECTIVE EVALUATIVE PROCEDURES INTO THE DEVELOPMENT OF NEW TECHNOLOGIES AND APPLICATIONS.
Abstract
THE PROCESS OF ASSESSING THE IMPACT OF A NEW TECHNOLOGY NEED NOT BE POSTPONED UNTIL A PROJECT BECOMES OPERATIONAL. PROCEDURES FOR EVALUATING THE IMMEDIATE AND LONG RANGE IMPACTS OF AN EVER-GROWING BODY OF TECHNICAL KNOWLEDGE SHOULD BE AVAILABLE AT EACH STAGE OF DEVELOPMENT. THE STUDY RECOMMENDS THAT INHOUSE REVIEWS BE INSTITUTED BY THE PRIVATE SECTOR AND THAT THE GOVERNMENT MAKE ITS EXPERTISE AVAILABLE AND COORDINATE AN AGENCY TO DISSEMINATE RESULTS AND METHODOLOGIES.
