Abstract
During the year funding was approved to add 1,000 beds to the prison system, and five correctional facilities added 1,014 beds. The State legislature passed a three-strikes law requiring that third-time violent offenders be sentenced to life without parole. Legislation was also enacted requiring the Department of Corrections to provide each criminal court judge with annual approximate calculations reflecting the impact of factors such as maximum and minimum credits and early release under the Emergency Powers Act. The department began using local jails for the housing of female felons for the first time. New day reporting centers were also opened. On June 30, 1994, the felony inmate population totaled 17,840.
