Abstract
THERE ARE THREE MAJOR PROBLEMS: THE INCREASINGLY EASY ACCESS OF TERRORISTS GROUPS TO NUCLEAR WEAPONRY; THE SPECIAL NATURE OF TERRORIST GROUPS AS ACTORS IN WORLD POLITICS; AND THE GLOBAL TREND TOWARD TOLERANCE OF TERRORIST ACTIVITY. SOME SUGGESTIONS ARE OFFERED FOR DEVELOPING A RELIABLE SET OF STRATEGIES THAT CAN HALT THE DRIFT TOWARD NUCLEAR DESTRUCTION BY TERRORISTS. (AUTHOR ABSTRACT)
