Abstract
THE BILL WOULD LIMIT A STATE PRISONER'S COLLATERAL RELIEF IN THE FEDERAL COURTS TO CLAIMS OF CONSTITUTIONAL VIOLATION, WHICH RELATE TO THE RELIABILITY OF EITHER THE FACT-FINDING PROCESS AT TRIAL OR THE APPELLATE PROCESS, THAT IS, CLAIMS WHICH CANNOT BE CORRECTED THROUGH THE TRIAL AND APPELLATE PROCESSES THEMSELVES.
