THE PROBLEM OF REDUCING THE IMBALANCE OF POWER BETWEEN THE JUVENILE JUSTICE SYSTEM AND THE JUVENILE IS EXAMINED.
Abstract
THE JUVENILE JUSTICE SYSTEM IS CONSTRUCTED ON ORDER MODEL LINES, REINFORCED BY THE IDEOLOGY, THEORY, AND TREATMENT IDEALS OF THE MENTAL HYGIENE MOVEMENT, WITHOUT CONSIDERATION OF THE CONSEQUENCES OF POLITICAL IMBALANCES WHICH MAY FLOW FROM SUCH ARRANGEMENTS. RECOMMENDED ARE LOCAL, COMMUNITY-BASED, YOUTH SERVING AGENCIES SITUATED OUTSIDE OF THE JUVENILE JUSTICE SYSTEM. POLICE, COURTS, PARENTS AND SCHOOLS WOULD REFER ADOLESCENTS WHO ARE IN NEED OF SUCH SPECIAL ATTENTION TO THE BUREAUS. THE EXISTENCE OF YOUTH SERVICES BUREAUS WILL DEPEND ON THE POLITICAL SUPPORT SUCH AN APPROACH TO DELINQUENCY PREVENTION WILL RECEIVE IN THE VARIOUS STATES AND IN THE NATION AT LARGE. 12 FOOTNOTES.
