An analysis of the use of 10-hour workdays for 4 days per week instead of the traditional 8-hour workday for 5 days a week in the Tucson, Ariz. Police Department concluded that the 4-10 schedule should be used as an option in units that normally operated 24 hours a day, 7 days a week.
Abstract
A feasibility study that began in 1988 was followed by a 1-year test starting in January 1990, comparing a test patrol division with divisions using the traditional work schedule. The new system was evaluated with respect to scheduling, cost benefits, and police attitudes. Results showed decreases in court-related overtime, extended duty overtime, better coverage for some units, documented administrative time, and costs. No significant changes occurred in occupational injuries, vehicle accidents, citizen complaints, sick leave, and off-duty work rates. Police personnel expressed a strong preference for the 4-10 schedule. Optional use of the 4-10 schedules for patrol, communications, records, and identification units is recommended.
