This report describes the goals, elements, and activities of the three phases of the demonstration program in crime prevention funded by the Bureau of Justice Assistance and operated by the police department of Tuscon, Ariz.
Abstract
The program began in April 1987. It aimed to integrate crime prevention activities into routine daily activities throughout the police agency through a combination of command initiatives and restructuring incentives for line police officers, changed personnel allocations, and special training. The first phase focused mainly on internal development and providing the basis for future development. The second phase shifted emphasis to developing a partnership with the community, with community crime prevention efforts including Crime Prevention Through Environmental Design. The third phase expanded many of the earlier efforts and moved from testing to implementation, with emphasis on public education and the use of neighborhoods, schools, volunteers, and other community groups to provide the needed community involvement. The efforts also included crime and drug prevention training within the agency, the use of expanded community data and crime analysis, and policing innovations.
