This expanded version of the "Standard Functional Specifications for Law Enforcement Computer-Aided Dispatch Systems," published in 2006 by the Law Enforcement Information Technology Standards Council (LEITSC), is intended as a resource for communities in planning, acquiring, and managing full-featured CAD software applications.
Abstract
This manual includes a detailed, comprehensive, and unified set of functional requirements for CAD systems. Each CAD function is identified with a visuaal flag to indicate to which service (law enforcement, fire, or emergency medical services) the function applies. Sample requirements for each function are provided and can be incorporated in a request for proposal (RFP) when a public safety communications center needs to conduct a solicitation for a new CAD system. This manual is intended for individuals within organizations that have a stake in CAD functional specification. It assumes that the reader has knowledge of CAD, its purpose, and its use. The major sections of the manual address call-handling CAD event creation; dispatch support; resource/unit management; call/incident/event management; supplemental resource request and tracking; incident disposition; CAD system administration; reporting and monitoring; interfaces; future pipeline; and mobile CAD functions. 7 figures, 3 tables, and appended resource information
