Abstract
THE STUDY REPORTS COVER THE FOLLOWING: A PILOT TEST OF PROCEDURES FOR ADMINISTRATIVE REVIEW OF PAROLE GRANT/ REVOCATION DECISIONS; CONSTRUCTION AND VALIDATION OF THE SALIENT FACTOR SCORE, AN ACTUARIAL DEVICE USED BY THE U.S. PAROLE BOARD AS A DECISIONMAKING AID; THE EFFECTS OF REPRESENTATION (CASEWORKER, SPOUSE, FRIEND, PARENT, ETC.) ON THE OUTCOMES OF PAROLE HEARINGS; CODING FORMS FOR GATHERING DATA ON PAROLE DECISIONS; EFFORTS BY THE U.S. PAROLE BOARD TO STRUCTURE DISCRETIONARY DECISIONMAKING; AND THE ASSOCIATION BETWEEN TIME SERVED AND POSTRELEASE PERFORMANCE. OTHER REPORTS INCLUDE ARGUMENTS FOR USING GUIDELINES (AS OPPOSED TO MANDATORY SENTENCES) TO MINIMIZE SENTENCING DISPARITY, FURTHER TESTING OF THE SALIENT FACTOR SCORE, A MANUAL TO GUIDE COMPUTATION OF THE SCORE, AN EVALUATION OF THE U.S. PAROLE BOARD'S DECISIONMAKING GUIDELINES IN THEIR FIRST 3 YEARS OF USE, WORKLOAD AND DECISIONMAKING STATISTICS FOR THE PAROLE BOARD'S FIRST FULL YEAR UNDER REGIONALIZATION, AND CHANGES IN THE TYPES OF OFFENDERS (I.E., THE SEVERITY OF THEIR OFFENSES) APPLYING FOR PAROLE.
