FOLLOWING A NUMBER OF CHANGES IN ADMINISTRATION, JURISDICTION AND RELATIONSHIPS, AND PERSONNEL POLICY, THE NINE CAMPUSES OF THE UNIVERSITY OF CALIFORNIA POLICE DEPARTMENT SYSTEM ARE RELATIVELY TROUBLE FREE.
Abstract
REGENTS OF THE UNIVERSITY COMMISSIONED TWO FORMER CHIEFS OF POLICE TO DO A STUDY OF THE VARIED NEEDS OF EACH OF THE SEMIAUTONOMOUS CAMPUSES IN 1969, FOLLOWING A YEAR OF FREQUENT RIOTS AND MAJOR CONFRONTATIONS ON THE VARIOUS CAMPUSES. THE REPORT CONTAINED RECOMMENDATIONS CONCERNING DELINEATION OF POLICE OPERATIONAL RESPONSIBILITY, ESTABLISHMENT OF THE POSITION OF POLICE SERVICES COORDINATOR IN THE OFFICE OF THE PRESIDENT, CONSIDERATION OF THE PRESENT AND FUTURE POSITIONING OF THE CHIEF OF POLICE IN THE ADMINISTRATIVE ORGANIZATIONAL STRUCTURE ON EACH CAMPUS TO REPORT TO THE VICE-CHANCELLOR LEVEL, AND MORE. CONSEQUENTLY, ONE POLICE OFFICIAL WAS SELECTED TO FILL THE DUAL ROLE OF COORDINATOR OF THE UNIVERSITY POLICE SYSTEM AND CHIEF OF POLICE ON THE BERKELEY CAMPUS. FURTHERMORE, HIRING PRACTICES AT THE BERKELEY POLICE DEPARTMENT WERE UPGRADED AND CAMPUS POLICE WERE REQUIRED TO PASS THE SAME EXAMINATIONS AS OTHER CALIFORNIA OFFICERS, AND POLICE WERE REQUIRED TO ATTEND A COMPREHENSIVE, 10-WEEK TRAINING COURSE COVERING MANY SUBJECTS. EQUIPMENT, PAY, AND BENEFITS ALSO WERE IMPROVED. SINCE COMMUNICATION IS MODERN AND DESIGNED UNDER THE COORDINATOR'S GUIDANCE, POLICE ON ALL NINE CAMPUSES ARE INTERCHANGEABLE. LAW ENFORCEMENT APPROACHES FITTING THE NEEDS OF INDIVIDUAL CAMPUSES WERE INSTITUTED AND ALL BRANCHES TRY TO INVOLVE THEIR MEN IN CAMPUS ACTIVITIES. THE LOS ANGELES CAMPUS, WITH A DAILY POPULATION OF 60,000, IS A CITY IN ITSELF, PROTECTED BY AN EXTENSIVE FOOT PATROL. ALL SENIOR OFFICERS ARE TRAINED IN EMERGENCY MEDICINE. POLICE OPERATE THE CAMPUS AMBULANCE, AND DOGS ARE USED ON PATROL. AT THE DAVIS CAMPUS, POLICE OFFER WOMEN SELF-DEFENSE TRAINING, AND AT RIVERSIDE, THEY MARK PROPERTY TO PROTECT STUDENTS FROM THEFT. SINCE POLICE REALIZE THAT STUDENT COOPERATION IS VITAL TO THEIR SUCCESS, EFFORTS ARE MADE TO INVOLVE STUDENTS IN LAW ENFORCEMENT IN MANY WAYS. PICTURES ARE INCLUDED. (PAP)
